CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, February 11, <br />2014, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Sarah Strommen <br />Councilmember Randy Backous <br />Councilmember Jill Johns <br />Councilmember Mark Kuzma <br />Councilmember John LeTourneau <br />Councilmember Chris Riley <br />Councilmember Jason Tossey (arrived at 6:13 p.m.) <br />City Administrator Kurtis Ulrich <br />Finance Director Diana Lund <br />Fire Chief Dean Kapler <br />City Clerk Jo Ann Thieling <br />Development Services Manager Timothy Gladhill <br />City Engineer Bruce Westby <br />IT Coordinator Jason Fredrickson <br />Assistant to the City Administrator Patrick Brama <br />Economic Development Manager Ted LaFrance <br />City Attorney Joe Langel <br />1. CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Presentation by and Review of Contract with Elwyn Tinklenberg <br />Elwyn Tinklenberg, The Tinklenberg Group, provided an update on legislative efforts and <br />advised there has been remarkable cooperation from the City's legislators, bipartisan, and across <br />the aisle because they understand the need. He stated in addition, every week there is a new <br />article about rail safety and rail safety issues. When told there is no other location with no grade <br />separation crossings on a rail line, they agree that the place to start addressing rail safety is in the <br />City of Ramsey. Mr. Tinklenberg stated the message has been consistent and persuasive. He <br />explained the Senate path as they are putting together a bill to provide for bonding for Highway <br />10, which will be a bipartisan bill. In the House, the legislation from last year remains on the <br />floor and provides $10 million to Ramsey for Armstrong Boulevard.
