CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, January 21, <br />2014, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Mayor Sarah Strommen <br />Councilmember Randy Backous <br />Councilmember Jill Johns <br />Councilmember Mark Kuzma <br />Councilmember John LeTourneau <br />Councilmember Chris Riley <br />Members Absent: Councilmember Jason Tossey <br />Also Present: <br />City Administrator Kurtis Ulrich <br />Finance Director Diana Lund <br />Development Services Manager Timothy Gladhill <br />Assistant to the City Administrator Patrick Brama <br />City Attorney Joe Langel <br />1. CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Analysis of Tax Increment Financing (TIF) District #14 — The COR <br />Stacie Kvilvang, Ehlers Investment Partners, reviewed Tax Increment Financing District #14, <br />and outlined the City's TIF goals. She stated the main goal of the analysis is to ensure that the <br />City's expenses are recovered - the majority of which are roadway related including inland costs, <br />RAM, and the traffic facility. The second goal is to ensure that the City can pay off its <br />obligation with regard to "pay as you go" financing. The third goal is to reduce the size of the <br />TIF District, and the last goal is to attempt to change the election. <br />Ms. Kvilvang stated the County bases TIF on a district as a whole rather than parcel -by- parcel, <br />even though some parcels do not generate increment. The City has not generated tax increment <br />in District #14 because base values are higher than current market values. She stressed the <br />limited uses of TIF: the City can repay itself for land, pursue future land acquisition, undertake <br />public improvements, and road improvements. <br />Ms. Kvilvang stated there are 331 parcels in the District, which is contained primarily within the <br />area east of Armstrong Boulevard, west of Ramsey Boulevard, north of Highway 10, and south <br />City Council Work Session / January 21, 2014 <br />Page 1 of 11 <br />
