CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Monday, November 10, <br />2003, at the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember Patti Kurak (arrived at 5:39 p.m.) <br />Councilmember A1 Pearson <br />Councilmember Sarah Strommen <br /> <br />Members Absent: <br /> <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Nom~an <br />Assistant City Administrator Heidi Nelson <br />Community Development Director Sylvia Frolik <br />Police Chief James Way <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 5:33 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) Open Meeting Law Refresher <br /> <br />City Attorney Goodrich stated that during the Council meeting of August 26, 2003, the City <br />Council requested that he provide them with a short refresher of the Open Meeting Law. Mr. <br />Goodrich provided the Council with a copy of the Minnesota Statute relating to the open meeting <br />laws, which he reviewed, h~ addition, Mr. Goodrich provided information from the League of <br />Minnesota Cities relating to the open meeting law. He noted that the City of Ramsey Charter <br />states that the City will default to State law pertaining to open meetings. The one issue he <br />wanted to advise the Council to be cautious of was serial meetings. Mr. Goodrich explained that <br />serial meetings are meetings of less than a quorum that are held in a serial fashion to discuss city <br />business and arrive at a decision, especially when the intention is to avoid public comment. <br /> <br />City Council Work Session/November 10, 2003 <br /> Page 1 of 7 <br /> <br /> <br />
