CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, April 28, 2015, <br />at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Mayor Pro tem Chris Riley <br />Mayor Sarah Strommen (arrived at 5:58 p.m.) <br />Councilmember Jill Johns <br />Councilmember Melody Shryock <br />Councilmember Kristine Williams <br />Member Absent: Councilmember Mark Kuzma <br />Councilmember John LeTourneau <br />Also Present: City Administrator Kurtis Ulrich <br />Finance Director Diana Lund <br />Fire Chief Dean Kapler <br />Police Chief Jeff Katers <br />Public Works Superintendent Grant Riemer <br />Human Resources Manager Colleen Lasher <br />City Clerk Jo Ann Thieling <br />Community Development Director Timothy Gladhill <br />City Engineer Bruce Westby <br />City Attorney Joe Langel <br />1. CALL TO ORDER <br />Mayor Pro tem Riley called the City Council Work Session to order at 5:44 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Emergency Management Plan Review <br />Fire Chief Kapler explained that to enhance severe weather awareness, he will present a review <br />of the City's Emergency Management Plan. He presented what is defined as an <br />emergency/disaster, which is not considered to be an average snowfall or vehicle accident. <br />However, situations such as a heavy snowfall (2.5 feet) or ice storm effecting overhead power <br />lines or a large accident that impedes traffic could be considered an emergency. A disaster <br />would be considered a situation that threatens the resident's safety such as a major storm, <br />flooding, or railroad derailment. <br />Fire Chief Kapler noted the City has documented an Emergency Management Plan that identifies <br />roles to ensure coordination. Typically, one practical exercise is conducted each year as a review <br />City Council Work Session / April 28, 2015 <br />Page 1 of 9 <br />
