SPECIAL MEETING <br /> COUNCIL 9/13/76 <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />A Special meeting of the Ramsey City Council was held on September 13, <br />1976, at Ramsey Elementary School, 15000 Nowthen Boulevard, Ramsey, <br />Minnesota 55303 <br /> <br />PRESENT: <br /> <br />Mayor Cox <br />Councilman Gorham <br />Councilman Mickelson <br />Councilwoman Oliphant <br />Councilman Reimann <br /> <br />Also PRESENT: <br /> <br />Acting Clerk Peddycoart <br />Assessor, Lester Wirz <br /> <br />Mayor Cox called the meeting to order'at 6:12 p.m., for the purpose <br />of establishing land values for Ramsey for 1977. <br /> <br />Pledge of Allegiance to the'flag was led by Mayor Cox. <br /> <br />Mayor Cox asked Mr. Wirz to proceed with his presentation. <br /> <br />Mr. Wirz said he needed to know the Council's opinion on the County's <br />proposed land value. He reviewed the various categories of land value <br />as listed by the County. He said Council did not have to go along <br />with what the County had. If they felt that the values were too iow <br />or too high, they could change them to reflect what they consider to <br />be more correct. He added that ultimately the State would review the <br />land values and that they could step in if they felt the land values <br />were out of line and fix them at a certain value. <br /> <br />Mayor Cox commented that Ramsey's tillable land is lower in quality <br />than Burns or some of the other neighboring communities. He said <br />it is most unfair to our citizens if the tillable land value is <br />raised too much, they will be forced to seeI to developers. <br /> <br />Mr. Wirz agreed that the soil in Ramsey is lower in quality and <br />is mostly sandy. <br /> <br />Councilman Gotham felt it is very irregular to evaluate the land <br />by sections. He questioned why persons in the northern sections <br />would have lower land value than those in the southern sections. <br /> <br />Mr. Wirz affirmed that the land toward the southern part of the City <br />near Highway 10 was priced higher than the North. <br /> <br />Councilman Mickelson stated the reason for this is that they are <br />basing the price on what the land would be worth developed. <br /> <br />The general consensus of the Council was that there is no problem <br />with the values listed for river lots, lakeshore or building sites. <br /> <br />Councilman Reimann suggested that the value remain the same as <br />last year for tillable and wooded. <br /> <br />Council consensus was in accord with Councilman Reimann's suggestion. <br /> <br /> <br />
