CONTINUED PUBLIC HEARING SOUTH OF HIGHWAY 10~
Ramsey City Council
March 20, 1975

The hearing was called to order at 7:30 p.m. by the Mayor, Mr.
Cox. Present were Mr. Gorham, Mr. Reimann, Mr.~.Mickelson and
Mrs. Oliphant. Mr. Goodrich, attorney, was also present.

This is a continued public hearing from the one held on Feb. 11,
1975 on rezoning the area south of Highway 10. Mr. Gotham read
some of the opinions sent in by residents living and owning land
in this area such as Roger Dickenson, James Martin on behalf of his
Mother, Mrs. Dorothy Martin Hansen, Arthur Bulow, and Merle Ander-
son.

Mr. Ed. Babcock, attorney representing Max Schwartzman, A. R. Bul-
lick, Mr. Holasek and Mrs. Hamilton, stated all these people want
the zoning in this area left as it is. They do not have any def-
inite plans for their land and are not ready as yet to make such
a judgement. They feel this is not a suitable time to develop
this area. The Highway Department plans for 1990 indicate a pro-
posed arterial highway and bridge across the Mississippi River
from Highway 10. This is going to become ~n important interchange.
This highway will go south of the City of Champlin and link up with
Highway 52. The Highway Department also stated there will be a
frontage road and the present proposed rezoning would not leave
enough room for such a frontage road for any commercial enterprise
along this road. They would prefer the present zoning remain until
the uses for this property become more apparent. Mr. Cox asked if
anyone had any other comments to make. There were none.

Mr. Merle Anderson wants the land between Anoka International Sales
and Service, Inc. and the river be rezon.ed to residential. There
will be another hearing after this has been reviewed by the Council
if there is to be a change in the zoning and there will be another
public hearing after the decision of this Council has been made.

Mr. James Martin asked if there was any possibility of the Metropol-
itan Council being in a position to rezone any property in this com-
munity. The answer was the Metropolitan Council cannot do rezoning
in Ramsey. No one can confiscate land without proper property re-
payment.

Mr. Bulow said he felt the zoning should stay as it is, Mr. Ander-
son asked what was going to be the action of the Council on this
rezoning. Mr. Cox said there would be no rezoning action taken at
this hearing. Mr. Reimannmoved this hearing be closed. Seconded
by Mr. Gorham. Hearing was closed at 8:25 p.m.

There will be a meeting with Mr. Fields and the Council.

On April l~th the Highway 10 rezoning question will come up.

Mr. Cox read a letter from the City of Lino Lakes to'municipal
