PROCEEDINGS OF THE CITY COUNCIL <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on <br />Tuesday, June 23, 1981 at the Ramsey Municipal Center, <br />15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilwoman Van Wagner <br />Councilman Reimann <br />Councilman Cox <br />Councilman Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator Schnelle <br />City Engineer Raatikka <br />Press: Eric Sandin <br /> <br />The regular meeting of the Ramsey City Council was called <br />to order at 7:03 P.M. Mayor Gamec led in the Pledge of <br />Allegiance to the Flag. <br /> <br />COUNCIL OLD BUSINESS: <br /> <br />Case #2: RAMSEY'S FINANCIAL ANALYSIS REPORT: <br /> <br />Mrs. Linda Tomasselli came before the City Council to <br />discuss the financial analysis report included in the agenda <br />and review the financial analysis prepared for the City <br />of Ramsey by her as a representative of the Metropolitan <br />Council. This preparation will aid the city in its Capital <br />Improvement Program. The analysis shows whether there will <br />be any surplus operating revenue to finance future capital <br />improvements and it identifies the previous capital improve- <br />ment financing resources used by the city and future debt <br />repayment obligations. It also raises some important financial <br />policy issues that the city should consider such as the levy <br />limitation, aid distribution formula, and fiscal disparities <br />tax base sharing formula. <br /> <br />Councilman Cox commended Mrs. Tomasselli for her preparation <br />and presentation. City Administrator Schnelle and City <br />Engineer Raatikka discussed the Capital Improvement Budget. <br />The Council discussed the water and sewer projections and <br />the 10 acre lot size issue. <br /> <br />Dennis Donovan from the Park Commission came before the <br />City Council and stated there is a need for additional <br />funds to be spent on the parks and he doesn't think the <br />budget reflects this. <br /> <br />C/June 23, 1981 <br /> 1 <br /> <br /> <br />
