PROCEEDINGS OF THE CITY COUNCIL <br />PUBLIC HEAERING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing was called to order by Mayor Gamec regarding the Street <br />Improvement Project #81-19 - Driscoll, Baugh, 173rd Street & 169th Street <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilmember Van Wagner <br />Councilmember Sorteberg <br />Councilmember Reimann <br />Councilmember Cox <br /> <br />Also Present: <br /> <br />City Engineer Raatikka <br />Building Official Berg <br />City Attorney Goodrich <br />Reporter Eric Sandin <br /> <br />A presentation was made by City Engineer Raatikka regarding this project. <br /> <br />Mr. Adams of 17130 Driscoll stated he felt the project estimate seemed <br />high. <br /> <br />Mayor Gamec replied that the City would rather estimate projects high, but <br />will accept the lowest bid. If bids are anywhere from 15 to 25% higher <br />than the estimate, the Council will call another public hearing. <br /> <br />Mr. Knudson, 17400 Baugh, stated that he feels the City of Ramsey is in <br />trouble. Ramsey is assessed to the limit and the only service is the <br />Police Department. Ramsey should be trying to find ways to extend its tax <br />base instead of spending tax money. <br /> <br />Mayor Gamec replied that Ramsey is in this situation because of local and <br />state aids regulations on dispering tax monies. The per/capita return is <br />anywhere from $9.00 to $300.00. Ramsey currently receives a $13.00 per <br />capita return. <br /> <br />Councilmember Cox advised the audience to get John Clawson working on getting <br />this legislation changed. <br /> <br />Mr. Dickes, 17020 Baugh, asked if the tax situation is as you suggest, why <br />arc you considering spending tax money on the Green Acres projects? <br /> <br />Councilmember Cox replied that the City is responding to a petition. <br /> <br />Mr. .Jim Parfetto, 17010 Baugh, stated a majority of Baugh residents do not <br />want blacktop.
