P&Z-1- <br /> 9/1~/78 <br /> <br /> PLANNING & ZONING <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br /> A special meeting of the Ramsey City Planning & Zoning Commission was held <br />on September 11, 1978 at RamseyCity Hall, 15153 Nowthen Boulevard. Meeting <br />was called to order by Chairman Ken Peterson at 7:00 p.m. with the following <br />in attendance: <br /> <br />Kenneth Peterson <br />A1Sorteberg <br />Kathy Schneider <br /> <br />Gerald Zimmerman <br />Arthur Dunn <br /> <br />Also present: <br />Lloyd Sohnelle, Adm. <br />Clayton Berg, Bldg. Official <br /> <br />Mr. Fred Armstrong and his real estate agent, Mr. Allen were present to explain <br />that he had made arrangements to sell his property , and at closing time discovered <br />the zoning called for 10 acre lots. <br /> <br />Gerry Zimmerman and Ken Peterson recalled trying to contact Mr. Armstrong at the <br />time this was changed, however, Mr. Armstrong was not available. Mr. Armstrong <br />stated that he had been in Florida and had not been aware of any changes in zoning. <br /> <br />Commission discussed the jagged line indicating the boundary between the transitional <br />and the rural service area, It was noted that/~ couple of areas the line disects <br />a forty with only one owner. Art Dunn checked the soils and stated that he did not <br />feel soils were a reason for the boundary. Without any specific reason defining <br />how line was originally determined, the Commission did not feel it would adversely <br />affect the plan to square ~ff this corner to even the boundary line. There was <br />discussion regarding using the forty line or the creek as the boundary on the North, <br />and it was pointed out that land between the creek and the forty line would not be <br />buildable land <br /> <br />Motion by Gerry Zimmerman, seconded by Art Dunn to recommend to the City Council <br />to move the transitional area boundary to include the property West of Sports Haven, <br />East of the General Mills property, and South of Trott Brook excepting land already <br />platted (Woodlawn Estates & Forest Hideaway) based on the following findings: <br />1.) Area surrounded by plats with 1 acre lots. <br />2.) Soils suitable for 2.5 acre building sites. <br />3.) Present zoning creates undue hardship to the majority property owner. <br />4.) Would in effect create a more even boundary line. <br />Motion carried 6-0. <br /> <br />Item #2 P & Z Budget discussion <br /> <br />Brief discussion of budget for 1979 was held with comments being recorded by <br />Ken Peterson for discussion with Mr. Schnelle. It was not determined which <br />members will meet with MR. Schnelle at a more formal meeting. <br /> <br />Motion by Gerry Zimmerman, seconded by A1 Sorteberg to adjourn: Meeting adjourned <br />8:10 p.m. <br /> <br /> <br />
