Councilmember Kuzma introduced the following resolution and moved for its adoption:

<br />RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR
<br />IMPROVEMENT PROJECT #16-00 DIVISION C ANDRIE STREET AND 164TH LANE
<br />RECONSTRUCTION
<br />WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on July 14,
<br />2015, a Feasibility Report was prepared by the City Engineer with reference to proposed
<br />improvements to Andrie Street from Alpine Drive to 164th Lane, and to 164th Lane from Andrie
<br />Street to Jarvis Street, including the reconstruction of streets and curb and gutter, storm sewer
<br />improvements, and other appurtenant work as needed; and
<br />WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on
<br />Januaryl1, 2016, the Feasibility Report was received and preliminarily accepted, pending
<br />revisions to include additional information related to an alternate 32 foot wide street design, and
<br />a Public Hearing was ordered for January 26 2016; and
<br />WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on
<br />January 26, 2016, the revised Feasibility Report was accepted following a Public Hearing and
<br />the City of Ramsey Engineering Department was authorized to prepare plans and specifications
<br />based on the alternate 32 foot wide street design; and
<br />WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on April 12,
<br />2016, the City Council accepted final plans and specifications and authorized advertisements for
<br />bids for said improvements; and
<br />WHEREAS, bids were received, opened, and tabulated on May 17th, 2016, and the
<br />following bids were found to comply with the advertisement for bids; and

<br />WHEREAS, the bid of Douglas -Kerr Underground, LLC of Mora, Minnesota, in the
<br />amount of $1,568,162.65 for the total bid for construction of said improvements in accordance
<br />with the approved plans and specifications and advertisement for bids, is the lowest responsible
<br />bidder and their bid shall be and hereby is accepted; and
<br />WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the
<br />cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, and in accordance with
<br />Chapter 8 of the City Charter, applicable City codes, and the City of Ramsey's adopted Special
<br />Assessments Policy.
