RAMSEY TOWNSHIP TAXPAYERS ASSOCIATION MEETING <br /> <br /> March 27, 1969 <br /> <br /> The meeting was called to order by Mr. Scarborough at 8:00 <br />p.m. at the Tech. Center. He said the purpose of this meeting <br />was to develop a proposal fo~ annexation that would reflect the <br />opinion of the majority of the residents of Ramsey Township. We <br />arc obligated to do this. The request for this was made on Jan. <br />28 of this year. A committee composed of three people from the <br />City of Anoka and three from Ramsey Township met for a year and <br />issued their findings in a fact-finding report. A resolution had <br />been drawn up by the Taxpayers Association and would be voted upon <br />tonight. He said there would be some remarks by Mr. Scander ex- <br />plaining this resolution before the voting and anyone could ask <br />questions. He also said that later on in the evening Mr. ~eaver <br />would be here to talk about our tax situation. He would explain <br />who had the right to reassess or reevaluate land~2 The big problem <br />with which we are faced is having the valuation arbitrarily changed <br />on land where it is being used for the same purpose it was last <br />year, the year before, etc. We want to know what we can do about <br />it. <br /> <br /> Mr. Scander: People want the Ramsey Taxpayers Association <br />to become involved in the question of excessive taxes here. Dakota <br />County is going to have a reevaluation. He gave us the names of <br />those who have been working on the Taxpayers Association: Dick <br />Roma, John Katnis, Owen Strand~ Bernard Wurm, Tony Scander and <br />Richard Barstow with Mr. Scarborough. <br /> <br /> What is the possibility of incorporating? It is not recom- <br />mended. The annexation proposal was passed out at this time to <br />everyone present. We know that Ramsey Township cannot go on as <br />we are at the present time. There are many ~easons for this. One <br />is the fact that if the airport comes in east of here there will be <br />much expansion, business and homes and we must be prepared to take <br />care of such growth and expansion. This proposal is not for total <br />annexation. The proposal was read by Mr. $cander as follows: <br /> <br />PROPOSAL <br /> <br /> JOINT COMMITTMENT BETWEEN <br />RAMSEY TOWNSHIP AND THE CITY OF ANOKA <br /> <br />To facilitate and accomplish the orderly growth of the Anoka-Ramsey <br />Area, the people of Ramsey Township propose that a legal guaranteed <br />co~aittment of the total area of ramsey township to the city of Anoka <br />be enacted if the city of Anoka will also legally guarantee its com- <br />mittment to the total area of Ramsey Township under the following <br />provisions: <br /> <br />That the people in the areas of Ramsey To~aship to be annexed <br />to the City of Anoka, may, if they so desire, retain the Anoka <br />Electric Cooperative after annexation.... <br /> <br />That a joint planning committee composed of members from the <br />~{amsey Taxpayer's Association and the City of Anoka Planning <br /> <br /> <br />
