<br />Councilmember Johns introduced the following resolution and moved for its adoption:

<br />RESOLUTION #18-261  
<br />  
<br />RESOLUTION AUTHORIZING PARTIAL PAYMENT #3 TO NORTH VALLEY,  
<br />INC. FOR IMPROVEMENT PROJECT #18-00, STANHOPE TERRACE STREET  
<br />RECONSTRUCTIONS,  
<br />  
<br /> WHEREAS,  
<br />pursuant to Ramsey City Council Resolution #17-07-168, adopted  
<br />July 11, 2017, the City Engineer was ordered to prepare a Feasibility Report to study the  
<br />feasibility of reconstructing approximately 0.52 miles of streets within the Stanhope Terrace  
<br />th  
<br />development including Ute Street from Alpine Drive to its termini cul-de-sac, 154Avenue  
<br />rd  
<br />between Ute Street and Roanoke Street, and 153Court from Roanoke Street to its termini  
<br />cul- de-sac, including the reconstruction of streets and curb and gutter, the construction of  
<br />storm sewer, and other appurtenant work; and  
<br />  
<br /> WHEREAS,  
<br />pursuant to Ramsey City Council Resolution #17-10-271, adopted  
<br />October 24, 2017, the City Council received and accepted the Feasibility Report, and a Public  
<br />Hearing was ordered for November 14, 2017, to consider the proposed improvements for said  
<br />streets in accordance with the Feasibility Report; and  
<br />  
<br /> WHEREAS,  
<br />benefiting properties are proposed to be assessed for 25-percent of the  
<br />cost of eligible improvements, pursuant to Minnesota Statutes Chapter 429, Chapter 8 of the  
<br />City Charter, and the City’s Special Assessments Policy; and  
<br />  
<br /> WHEREAS,  
<br />the City Clerk gave mailed and published notice of such hearing and  
<br />improvements as required by law; and  
<br />  
<br /> WHEREAS,  
<br />pursuant to Ramsey City Council Resolution #17-11-285, adopted  
<br />November 14, 2017, the Feasibility Report was approved following a Public Hearing and the  
<br />City Engineer was designated as the engineer for this improvement and was ordered to  
<br />prepare plans and specifications for the making of such improvements; and  
<br />  
<br /> WHEREAS,  
<br />pursuant to Ramsey City Council Resolution #18-035, adopted February  
<br />12, 2018, the City Council accepted final plans and specifications and authorized  
<br />advertisements for bids for said improvements; and  
<br />  
<br /> WHEREAS,  
<br />pursuant to Ramsey City Council Resolution #18-059, adopted March  
<br />th 
<br />27, 2018, the bid of North Valley, Inc. in the amount of $303,756.46 for the total bid was  
<br />accepted as the lowest responsible bidder; and  
<br />  
<br /> WHEREAS,  
<br />as of December 11, 2018, $263,562.33 has been paid to date; and  
<br />  
<br /> WHEREAS,  
<br />as the Senior Engineering Technician  has inspected the completed work  
<br />and recommends partial payment to North Valley, Inc. for Improvement Project 18-00,  
<br />Stanhope Terrace Street Reconstruction in the amount of $27,614.56.  
<br />  
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY  
<br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
