VI. <br /> <br />TRANSPORTATION ELEMENT <br /> <br /> 2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />A. Framework and Goals <br /> <br />The Federal Highway Act of 1962 required continuous, comprehensive, and coordinated <br />transportation planning for metropolitan areas. It was an important step in creating a <br />mechanism for local, regional and federal agencies to plan for transportation needs. This <br />plan was developed using previous transportation planning documents for the City of <br />Ramsey and Anoka County and the Metropolitan Council Transportation Policy Plan. <br />The transportation system in Ramsey is complex due to many factors. Nonetheless, key <br />transportation planning principles and characteristics of the transportation system have <br />been established in order to provide a basis for sound transportation planning decisions. <br />The following plan involves simplistic tools and is designated to encompass thorough <br />stakeholder involvement and coordination of diverse governmental efforts. <br /> <br />The following goals have been established for the transportation plan: <br /> <br />1. Provide a safe and efficient transportation system in and through Ramsey. <br /> <br />2. Reduce vehicular travel demand by providing a choice of affordable modes of <br /> transportation. <br /> <br />3. Provide adequate transportation capacity for traffic on public roadways through better <br /> system management. <br /> <br />4. Continue to maintain, replace and improve the existing public roadway system. <br /> <br />5. Manage access along public roadways to ensure adequate levels of safety and <br /> capacity, particularly along arterials. <br /> <br />6. Expand and improve highway capacity along Trunk Highway 10 and 47. <br /> <br />7. Develop a better understanding of the needs for a future Mississippi River Bridge <br /> Crossing. <br /> <br />8. Seek solutions to transportation problems with surrounding communities. <br /> <br />9.
