• • Councilmember Hendriksen introduced the following resolution and moved for its adoption: RESOLUTION #00 -02 -045 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR IMPROVEMENT PROJECT #98 -14 (T.H. #47 STP PROJECT) AND RELATED PROJECTS WHEREAS, the Ramsey City Council has directed that plans and specifications be prepared for the improvement of T.H. #47 from 142 " Avenue NW to 153 Avenue NW (Improvement Project #98 -14) and has also directed that said plans and specifications include ancillary improvement projects; and WHEREAS, these ancillary projects include: the construction of Sunwood Drive from the Sunny Ponds subdivision to the intersection of 149 Avenue and T.H. #47; the improvement of C.S.A.H. #5 from T.H. #47 to Dysprosium Street; the installation of City sanitary sewer, watermain, and storm sewer; and minor reconstruction on various City streets which include 153 Avenue NW, 149 Avenue NW, 149 Lane NW, Xkimo Street NWS, and 142 " Avenue NW; and WHEREAS, the City Engineer coordinated the preparation of such plans and specifications and has presented them to the Council for approval.. • NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That such plans and specifications, a copy of which is attached hereto and made a part hereof, are hereby approved. 2) That the City Administrator shall prepare and cause to be inserted in the City of Ramsey's official newspaper and in the Construction Bulletin, an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for 21 days, shall specify the work to be done, shall state that bids will be received by the City Administrator until 10:00 a.m. on Thursday, March 30, 2000, at which time they will be publicly opened in the Council Chambers of the Ramsey Municipal Center by the City Engineer and the City Clerk (or their representatives), will then be tabulated, and will be considered by the Ramsey City Council at 7:00 p.m. on Tuesday, April 11, 2000, in the Council Chambers. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City of Ramsey for five (5) percent of the amount of such bid. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Anderson, and upon vote being taken thereon, the following voted in favor thereof:
