Norman <br />City Attorney William Goodrich <br />City Clerk Jo Thieling <br /> <br />Chairpcrson Vogt called the meeting due to lack of a quorum. The reason the meeting was <br />scheduled was to review the citizen petition seeking an amendment to Chapter 8 of the Ramsey <br />City Charter. However, the night prior, the City Council received two attorney opinions stating <br />they considered the language to be manifestly unconstitutional.
