<br />Councilmember Woestehoff introduced the following resolution and moved for its adoption:

<br />RESOLUTION #21-323
<br />
<br />RESOLUTION AUTHORIZING PARTIAL PAYMENT NO. 4 TO NORTH VALLEY,
<br />INC. FOR IMPROVEMENT PROJECT #21-05, 2021 MSA PAVEMENT OVERLAY
<br />IMPROVEMENTS
<br />
<br />WHEREAS,
<br />the City of Ramsey proposes to overlay the pavement on numerous
<br />Municipal State Aid (MSA) street segments in 2021 as identified within the 2021 – 2030 Capital
<br />Improvement Program; and
<br />
<br />WHEREAS
<br />, funding for this improvement is proposed to come from the MSA Fund and
<br />Stormwater Utility Fund with a total estimated project cost of $295,000; and
<br />
<br />WHEREAS,
<br /> pursuant to Ramsey City Staff resolution #21-012, adopted January 12,
<br />2021, the City Engineer has prepared plans and specifications for the purpose of advertising for
<br />bids for the same improvements; and
<br />
<br />WHEREAS
<br />, pursuant to Ramsey City Council resolution #21-075, adopted March 23,
<br />2021, the City Council approved final plans and specifications as prepared by the City Engineer
<br />and authorized advertisement for bids for said improvements; and
<br />
<br />WHEREAS
<br /> , eight (8) bids were received, opened, and tabulated on April 19, 2021, and
<br />the bids were found to comply with the approved plans and specifications and advertisements for
<br />bids; and
<br />
<br />WHEREAS
<br /> , pursuant to Ramsey City Council Resolution #21-108 adopted April 27,
<br />2021, the bid of North Valley, Inc., of Nowthen, Minnesota, in the amount of $206,395.58, for the
<br />construction of said improvements was accepted, and the Mayor and city Administrator were
<br />authorized and directed to enter into a contract with said bidder for the construction of said
<br />improvements for and on behalf of the City of Ramsey; and
<br />
<br /> WHEREAS
<br />, as of November 23, 2021 $161,172.54 has been paid to date; and
<br />
<br />WHEREAS
<br /> , the Engineer Technician IV has inspected the completed work and
<br />recommends partial payment No. 4 to North Valley, Inc. of Nowthen, Minnesota, for Improvement
<br />Project #21-05, 2021 MSA Pavement Overlay Improvements, in the amount of $5,580.65.
<br />
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
<br />
<br />1.) That the City Council hereby authorizes partial payment No. 4 to North Valley, Inc. of
<br />Nowthen, Minnesota for Improvement Project #21-05, 2021 MSA Pavement Overlay
<br />Improvements, in the amount of $5,580.65.
<br />
<br />2) The City Council authorizes the Mayor and City Administrator to sign and release form
<br />for this payment.
