<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, January 25, 2022, <br />at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: Mayor Mark Kuzma <br />Councilmember Chelsee Howell <br />Councilmember Debra Musgrove <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Matt Woestehoff <br />Councilmember Ryan Heineman <br /> <br />Also Present: City Administrator Kurtis Ulrich <br />Zoning Code Enforcement Officer Bria Raines <br />City Attorney Fritz Knaak <br /> <br />1. CALL TO ORDER <br /> <br />Mayor Kuzma called the City Council Work Session to order at 5:30 p.m. <br /> <br />2. TOPICS FOR DISCUSSION <br /> <br />2.01: Introduce Ordinance #21-20 Amending City Code Chapter 117, Sections 1 and 351 <br />Regarding Home Occupations <br /> <br />Zoning Code Enforcement Officer Raines reviewed the staff report and changes to the ordinance. <br /> <br />Councilmember Musgrove commented that she felt it was easier to read and for residents to <br />understand. She questioned if there was enough information included for enforcement. <br /> <br />Zoning Code Enforcement Officer Raines confirmed this, adding she had gone over it with <br />Planning Manager McGuire Brigl and agreed that the changes would allow for enforcement related <br />to topics in the chapter as well as other City codes that are not specifically addressed. <br /> <br />Councilmember Musgrove referenced the paragraph on “nuisance” and commented that is a great <br />example of other areas that can be enforced. She questioned if there was a reference to that with <br />more elaboration because it is already included in an existing area of the code. <br /> <br />Zoning Code Enforcement Officer Raines replied she would have to check. She believed there <br />were provisions before the revisions that mentioned that public nuisance standards needed to be <br />met as well. <br /> <br />City Council Work Session / January 25, 2022 <br />Page 1 of 23 <br /> <br />
