Councilmember Heineman introduced the following resolution and moved for its adoption:
<br /> RESOLUTION #22-024
<br /> RESOLUTION AUTHORIZING FINAL PAYMENT TO NORTH VALLEY, INC. FOR
<br /> IMPROVEMENT PROJECT #21-05, 2021 MSA PAVEMENT OVERLAY IMPROVEMENTS
<br /> WHEREAS,the City of Ramsey proposes to overlay the pavement on numerous Municipal State
<br /> Aid (MSA) street segments in 2021 as identified within the 2021 —2030 Capital Improvement Program;
<br /> and
<br /> WHEREAS, funding for this improvement is proposed to come from the MSA Fund and
<br /> Stormwater Utility Fund with a total estimated project cost of$295,000; and
<br /> WHEREAS, pursuant to Ramsey City Staff resolution 421-012, adopted January 12, 2021, the
<br /> City Engineer has prepared plans and specifications for the purpose of advertising for bids for the same
<br /> improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council resolution 421-075, adopted March 23, 2021, the
<br /> City Council approved final plans and specifications as prepared by the City Engineer and authorized
<br /> advertisement for bids for said improvements; and
<br /> WHEREAS, eight (8) bids were received, opened, and tabulated on April 19, 2021, and the bids
<br /> were found to comply with the approved plans and specifications and advertisements for bids; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 421-108 adopted April 27, 2021, the
<br /> bid of North Valley, Inc., of Nowthen, Minnesota, in the amount of$206,395.58, for the construction of
<br /> said improvements was accepted, and the Mayor and city Administrator were authorized and directed to
<br /> enter into a contract with said bidder for the construction of said improvements for and on behalf of the
<br /> City of Ramsey; and
<br /> WHEREAS, as of February 22, 2022, $166,753.19 has been paid to date; and
<br /> WHEREAS, the Engineer Technician IV has inspected the completed work and recommends
<br /> authorizing final payment to North Valley, Inc. of Nowthen, Minnesota, for Improvement Project 421-05,
<br /> 2021 MSA Pavement Overlay Improvements, in the amount of$8,776.48.
<br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
<br /> 1.) That the City Council hereby authorizes final payment to North Valley, Inc. of Nowthen,
<br /> Minnesota for Improvement Project 421-05, 2021 MSA Pavement Overlay Improvements, in the
<br /> amount of$8,776.48.
<br /> 2) The City Council hereby accepts the project and authorizes the Mayor and City Administrator to
<br /> sign and release form for this payment.
