FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, January 9, 2001, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Norman <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Community Development Director Sylvia Frolik <br />Parks/Utilities Supervisor Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the Finance Committee to order at 6:40 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Authorize Various 2001 Capital Purchases <br /> <br />Finance Officer Lund stated that Minnesota bid laws require different levels of competitive <br />bidding based on dollar amounts of the item to be purchased. The basic bidding guidelines are as <br />follows: <br /> <br />1) for purchases estimated to be $50,000 or more - sealed bids solicited by public notice <br /> I the official newspaper (although these requirements can be met by utilizing <br /> cooperative purchasing ventures such as state or county purchasing cooperatives). <br />2) for purchases estimated to be $10,000 to $50,000 - sealed bids are recommended to <br /> direct negotiations, with three quotations whenever possible (no less than two). <br />3) for purchases estimated to be less than $10,000 - open market or quotations (with at <br /> least two quotations). <br /> <br />Finance Committee/January 9, 2001 <br /> Page 1 of 3 <br /> <br /> <br />
