FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday January 23, 2001, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Patti Kurak <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Finance Officer Diana Lund <br />Human Resources Manager Rhonda Heryla <br />Director of Public Works/Fire Chief Dean Kapler <br />Community Development Director Sylvia Frolik <br />Police Chief David Gustafson <br />Parks/Utilities Supervisor Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Chairperson Hendriksen called the regular meeting of the Finance Committee to order at 6:40 <br />p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Review and Adopt 2001 Enterprise Fund Budgets <br /> <br />Finance Officer Lund presented the Council with the proposed 2001 Enterprise Fund Budgets <br />which cover the Water Utility Fund, Sewer Utility Fund, Street Light Utility Fund and the <br />Recycling Utility Fund. In order to establish fair rates for all of the utilities that the City <br />operates, it is necessary to determine the actual coast of providing those utilities to residents. <br />Due to the relatively "young age" of the City's utility system, it is extremely difficult to <br />immediately realize profits, but it is important that any losses in the first years of operation be <br />representative of what the system actually costs. An important factor in these costs is the <br />recovery of depreciation through the rate structures.
