Councilmember Riley introduced the following resolution and moved for its adoption: RESOLUTION#22-058 RESOLUTION APPROVING ACQUISITION OF LAND REQUIRED FOR RIVERDALE DRIVE CONSTRUCTION, IMPROVEMENT PROJECT#20-05 WHEREAS, existing Riverdale Drive between Sunfish Lake Boulevard and Armstrong Boulevard functions as the south frontage road to U.S. Highway 10/169; and WHEREAS, the City of Ramsey proposes to extend Riverdale Drive between Llama Street and Bowers Drive to extend the south frontage road system south of U.S. Highway 10/169 to Bowers Drive; and WHEREAS, this improvement project is consistent with the goals and objectives of the Highway 10 Access Planning Study completed in 2014 in partnership between the Minnesota Department of Transportation (MnDOT) and the Anoka County Highway Department, and broadly supported by partnering agencies including the City of Anoka, City of Ramsey, Anoka County, MnDOT, and the Metropolitan Council; and WHEREAS, the City was awarded $612,000 in funding through MnDOT's fiscal year 2023 Metro Local Partnership Program for use in funding a portion of the costs to extend Riverdale Drive between Llama Street and Bowers Drive, designated as Improvement Project 420-05; and WHEREAS, pursuant to Ramsey City Council Resolution 421-185, adopted October 26, 2021, the cost share framework for this improvement project was approved including the use of up to $950K in Anoka County Housing and Redevelopment Authority dollars towards the City's contribution to construct the Riverdale Drive improvement project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) The Mayor is hereby authorized and directed to purchase land from Anoka County in the amount of $432,401.74 to facilitate construction of Riverdale Drive between Llama Street and Bowers Drive, Improvement Project 420-05, on behalf of the Cityof Ramsey. 2) This land purchase shall be funded using $303,632.49 from Anoka County Housingand Redevelopment Authority dollars, and $128,769.25 from City of Ramsey Stormwater Management Funds.
