<br />Councilmember Woestehoff introduced the following resolution and moved for its adoption:

<br />
<br />RESOLUTION AUTHORIZING FINAL PAYMENT TO NOVCO, INC, FOR
<br />IMPROVEMENT PROJECT #22-01, SUNWOOD DRIVE AND WACO STREET
<br />RECONSTRUCTION
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct Sunwood Drive between Trunk
<br />th
<br />Highway 47 and Waco Street, and Waco Street between Sunwood Drive and 150 Avenue; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-194, adopted July 13,
<br />2021, the City Council ordered the City Engineer to request proposals for Topographic Survey,
<br />Geotechnical Evaluations and Utility Testing for proposed 2022 Pavement Management Program
<br />projects, including IP 22-01; and
<br />
<br />th
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-224, adopted August 10,
<br />2021, the City Council awarded a proposal to Hakanson Anderson for Topographic Survey, and
<br />Haugo Geotechnical Services for a geotechnical report of the project area; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-240, adopted August 24,
<br />2021, the City Council awarded a proposal to Hydro-Klean, LLC for cleaning and televising the
<br />sanitary and storm sewer, and Water Conservation Services, Inc. for watermain leak testing of the
<br />project area; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-299, adopted October 26,
<br />2021, the City Council ordered the City Engineer to prepare plans and specifications for
<br />improvement project #22-01, Sunwood Drive and Waco Street Reconstruction; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-345, adopted December
<br />14, 2021, the City Council has approved reconstructing Waco Street to the existing pavement
<br />width as part of improvement project; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-073, adopted March 22,
<br />2022, the City Council approved final plans and specifications as prepared by the City Engineer
<br />and authorized advertisement for bid for said improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-115, adopted May 24,
<br />2022, the City Council authorized entering into a construction contract with Novco, Inc. of Elk
<br />River, Minnesota, for the said project at the contract price of $560,896.85; and
<br />
<br />WHEREAS, as of February 14, 2023 $590,508.66 has been paid to date; and
<br />
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends final payment to Novco, Inc., of Elk River, Minnesota, for said project, in the amount
<br />of $9,197.09.
