TO: ALL STATE LEGISLATORS <br />FROM: The Minnesota League of Small cities <br /> <br />SUBJECT: <br /> <br />Inadequacies in LOCAL GOVERNMENT AID FORMULA and <br />Recommendations for improvement of disparities. <br /> <br />To more graphically show the wide spread disparities <br />of the ~resen~ Local Government Aid formula, we have <br />prepared a COMPUTOR PRINT OUT (attached), which lists <br />all the cities of the state from the HIGHEST to the <br />LOWEST by Average Equalized Mill Rate (AEMR) brackets. <br /> <br />EXPLANATION OF ENCLOSURE: <br /> <br /> Page 1: Explanation of terms used in the Computor Print <br /> Out. <br /> <br /> P_~e 2: Explanation of Comparison and Contrast on pages <br /> three (3) and four (4). <br /> ~age 5: This is a Recap of COLUMN "J" on the Computor <br /> sheet. It shows the H_ig~ and Lo___~w Per Capita Aid in <br /> <br /> Lists AEMR <br /> Shows It_ighes~ $$ Per Capita Aid <br /> within a specific AEMR bracket. <br />Column 3 of Page 5: Shows Lowest $$ Per Capita Aid <br /> within that sAME AEMR bracket. <br />EXAMPLE of DISPARITY: Note AEMR of "7". The highes~ <br />City receives $107.00 per capita, the lowes~ receives <br />$11.00, a difference of $96.00 within the S_AME AEMR <br />bracket.
