Cotuncilman Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION 80-75 <br /> <br />RESOLUTION REGARDING THE ANOKA LANDFILL LOCATED IN THE CITY OF RAMSEY <br /> <br /> WHEREAS, the "Anoka Landfill" is located in the City of <br />Ramsey, and <br /> <br /> WHEREAS, certain Ramsey residents who reside on the west side <br />of the landfill have observed trees dying on their property, and <br /> <br /> WHEREAS, the Anoka County Comprehensive Health Department and <br />the Minnesota Pollution Control Agency have determined that explosive read- <br />ings of methane gas exist and have existed at various times, which methane <br />gas has been generated by the landfill, and <br /> <br /> WHEREAS, the methane gas is potentially dangerous to the health <br />and safety of the area residents and has most likely contributed to the <br />killing of the adjacent trees, and <br /> <br /> WHEREAS, the killing of trees not only on the landfill but on <br />adjacent properties potentially devalues these properties, and <br /> <br /> WHEREAS, the Ramsey City Council met with the landfill operators <br />and owners, Anoka County representatives, MPCA representatives, area resi- <br />dents, Minnesota Health Department representatives on August 15, 1980 at a <br />meeting specifically called to discuss and hopefully resolve the above des- <br />cribed and related problems, and <br /> <br /> WHEREAS, the following questions and concerns were raised at <br />the August 15, 1980 meeting: <br /> <br />a) Reasons and solution for the extraordinary methane <br /> levels and its effects on the residents'safety and <br /> health as well as the environment. <br /> <br />Is the immediate area in question a safe area for the <br />residents to reside in and carry on their day to day <br />living and is there a possibility that these homes <br />are not habitable? <br /> <br />c) Has or will the adjacent well water be polluted and <br /> is there a drinking water safety hazard? <br /> <br />d) When will the well water testing be done, the results <br /> be returned to the City and who will be conducting <br /> these tests? <br /> <br /> <br />
