Councilman Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #80-77 <br /> <br />RESOLUTION REGARDING SHORTFALL IN STATE REVENUE WHICH CREATED THE NECESSITY <br />OF REDUCING LOCAL AID TO MUNICIPALITIES AND PROPOSING NEW LEGISLATION ON <br />STATE AID <br /> <br /> WHEREAS, the City Council, City of Ra~ey, Anoka County, State <br />of Minnesota recognizes the need to freeze state spending which also entails <br />the reduction of aids to local government, school districts and higher state <br />education institutions due to the shortfall in State Revenue receipts which <br />problem has been caused by the recession that is plaguing the United States, <br />and <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, State <br />of Minnesota, makes the following recommendations: <br /> <br />a) <br /> <br />That the Governor's Office present proper legislation <br />to the 1981 legislative session to create a fair equit- <br />able State Aid Formula that fairly distributes State <br />Aid tax dollars to local governments. <br /> <br />b) <br /> <br />That the Governor's Office initiate action that forbids <br />the use of the grandfather clause in legislation when <br />it comes to distributing State Aid to local government. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RA~EY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) The City Council of the City of Ramsey takes this time to <br />commend Governor AS Quie in how he has handled the shortfall in State Revenue. <br />It is too bad certain state legislators do not understand that this Nation <br />of ours is suffering from a severe recession and we do have to cut back on <br />spending throughout the State of Miranesota. <br /> <br /> 2) The City Council of the City of Ramsey does feel that your <br />office should have reduced local aids in the same manner as they were given. <br />However, we were informed by your Staff that the flat percent reduction was <br />the only fair method to use in reducing these aids because of the shortfall <br />in State Revenues. Consequently, we want to see the flat percentage used <br />in the distribution of said State Aids. <br /> <br /> 3) The City Council, City of Ramsey wants the Governor's Office <br />to initiate legislation that distributes the State Aids (taxpayers money) <br />fairly %o all local governments. <br /> <br /> 4) The City Com~cil, City of Ramsey requests the Governor's <br />Office to initiate legislation that forbids the use of the grandfather clause <br />where State Local Aids are involved which would result in communities getting <br />more State Aids than legally entitled when there is a change in the law. <br /> <br /> <br />
