Councilman Cox introduced the' following resolution and moved for its <br />adopt i on: <br /> <br /> RESOLUTION #80-81 <br /> <br />RESOLUTION ON ASSIGNMENT OF VARIOUS AUTHORITIES TO, AND DECLARATION OF <br />INTENT FOR AGREEMENT WITH, ANOKA COUNTY 0NMETHANE GAS EXTRACTION PROJECT <br /> <br /> WHEREAS, there currently exists a 260 acre sanitary landfill <br />site within the jurisdictional boundaries of the City of Ramsey, and <br /> <br /> WHEREAS, said landfill site is currently owned by the City <br />of Anoka, and <br /> <br /> WHEREAS, in a separate agreement with the City of Anoka, fee <br />title for said property will be conveyed to the City of Ramsey no later <br />than December 1, 1981, and <br /> <br /> WHEREAS, the presence of methane gas has recently been detected <br />at said landfill, and <br /> <br /> WHEREAS, preliminary exploration has indicated that said methane <br />gas may prove to be a significant energy source, and <br /> <br /> WHEREAS, Anoka County has the staff and technical resources <br />available to determine alternatives and develop implementation strategies <br />for utilization of the methane gas as an energy source, and <br /> <br /> WHEREAS, Anoka County has expressed an interest in the explor- <br />ation and development of this potential energy source. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF P~EY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) The Ramsey City Council is requesting Anoka County to <br />proceed with the necessary engineering analysis to determine the feasibility <br />of methane gas extraction from the Ramsey Landfill site located in the City <br />of Ramsey. Further, such request authorizes Anoka County to seek funding <br />assistance for research of methane gas extraction, as well as necessary con- <br />tractual agreements for engineering feasibility of the extraction system. <br /> <br /> 2) The Ramsey City Council do hereby declare their intent to <br />enter into a joint powers agreement with Anoka County which, when drafted <br />and executed, shall authorize Anoka County to obtain and/or provide funds <br />for the construction of an extraction system, determination of markets, <br />and creation of a distribution syStem for methane gas. Further, such <br />declaration of intent for a joint powers agreement assumes an equitable <br />distribution of net revenues to the par~ies of the agreement to be nego- <br />tiated as a part of the agreement. <br /> <br /> <br />
