Councilmember VanWagner intr~ucedthe following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #82-107 <br /> <br /> WHEREAS, the City of Ramsey joined the Cities of Anoka and Champlin <br />in forming an Ad Hoc Tri-City Fire Service Study Committee in March 1978 for <br />the purpose of studying and reporting on fire protection in the three above <br />communities; and <br /> <br /> WI~REAS, the following named persons were appointed by their respec- <br />tive Cities as indicated above to serve on this Ad Hoc Tri-City Fire Service <br />Study Committee: <br /> <br />Mr. Gary Reimann, Councilman, City of Ramsey <br />Mr. Lloyd G. Schnelle, Administrator, City of Ramsey <br />Mr. Charles Sell, Mayor, City of Anoka <br />Mr. Jerry Dulgar, Manager, City of Anoka <br />Mr. Don Hostetler, President, Anoka Fire Relief Association <br />Mr. Doug Freeby, Fire Chief, Anoka Fire Deparment <br />Mr. Jake Strouss, Assistant Chief, Anoka Fire Department <br />Mr. Dale Winch, Councilman, City of Champlin <br />Mr. Paul Welter, Citizen and Committee Chairman, City of Champlin <br />Mr. Don Hartman, Administrator, City of Champlin <br /> <br />and; <br /> <br /> WHEREAS, the Ad Hoc Tri-City Fire Service Study Committee completed <br />the study in February 1979 and submitted a formal report on the following areas <br />covered in the study: 1) Current Fire Protection Situation; 2) Fire Protection <br />Analysis; and 3) Potential Enhancement Fire Protection; and <br /> <br /> WHEREAS, the Ad Hoc Tri-City Fire Service Study Committee Report con- <br />clusion stated the following: <br /> <br /> 1) First, the Anoka Fire Department should continue to serve as the <br />only fire suppression service in the Tri-City area. Contract communities receive <br />extraordinary value for their fire protection expenditures. Nearby communities <br />who started their own fire department, it was noted, paid much more for fire <br />protection than the Tri-City contract Cities. <br /> <br /> 2) Secondly, communities in the Tri-City area should work together to <br />bring fire contract wording more in line with actual Anoka Fire Department prac- <br />tice. The communities should also consider extending the duration of fire con- <br />tract and sharing more equitably the cost of equipping and operating the Anoka <br />Fire Department. Also, the contract should be for a longer period of time which <br />would enable longer range planning. <br /> <br /> 3) Third, the governing bodies of Tri-City communities should appoint <br />a committee to study the possibility of organizing a Tri-City Fire Protection <br />Bureau as described in Section 3 of this report. <br /> <br /> 4) Fourth, Tri-City communities should adopt the Minnesota Uniform <br />Fire Code and identical amendments. Appendix C contains a sample ordinance for <br />adopting the Minnesota Uniform Fire Code. The communities should also specifically <br />grant fire code enforcement authority to designated inspectors of the Anoka Fire <br />Department. <br /> <br /> <br />
