Councilmembe~' I-~earson moved for J_t~ a~toption: introduced the following resolution and RESOLUTION #88-103 RESOLUTION Ai~!?R~)VING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS (IMPROVEMENT PROJECTS 87-19 AND 87-26 DYSPROSIU~~ WHEREA~$, p~rsuant to a resolution passed by the Ramsey city Council on l~ay {, 1988, the City Engineer, Mr. Peter R. Raatikka of Hakanson Anders<~n Associates, Inc., has prepared plans and specifications ~![or the Improvement Project 87-19 and 87-26 Dysprosium Street and ha:~ ~i~resented such plans and specifications to the Council for approval~ NOW THEREFORE~ i~E iT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA C~)UNTY, STATE OF MINNESOTA, as follows: 1) Such plans and specifications, a copy of which is attached hereto and )nade a part hereof, are hereby approved. 2) The ci?:y Administrator shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans ~md specifications. The advertisement shall be published fo~· 2J. days, shall specify the work to be done, shall state that bids wi].J. ~e received by the City Administrator until 11:00 a.m. on July 12~ 198~!~, at which time they will be publicly opened in the Council Chamber~] of the Ramsey Municipal Center by the City Administrator' and City Engineer, will then be tabulated, and will be considered by t}~e Ramsey City Council at 7:30 p.m. on July 12, 1988 in the Council Cha~bers. Any bidder whose responsibility is questioned during consider~tion of the bid will be given an opportunity to address the Co~A~cil on the issue of responsibility. No bids will be considered unlLe~s sealed and filed with the city Administrator and accompanied by a~ cash deposit, cashier's check, bid bond or certified check payab[[e t~, the City of Ramsey for five (5) percent of the amount of such bid.
