CouncJhn~:mh~:c P~¢ar.son introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #89-06-129 <br /> <br />REVISI()I~I;~ T(~ ¢)RDINANCE REGULATING ON-SITE SEPTIC SYSTEMS <br /> <br /> Wi~;i¢.I,;AS, the City of Ramsey submitted a Comprehensive Plan amendment to the <br />Metropolitan C~m~ oil on January 26, 1989; and <br /> <br /> W~EREAS. the Metropolitan Council's review has stated a need to revise specific <br />provisions of I!-~c .~ty s Comprehensive Plan and ordinances regulating on-site septic systems; and <br /> <br /> YV l-;q ~u, ii[.;AS, it is the intent of the City to comply with State regulations as may be <br />amended t'ror,~ ~itn; to time; and <br /> <br /> I~/i!-t~:.i{EAS~ it is the desire of the City Council to safeguard the public's health and <br />welfare am_t t~ 'i'.'ovide for sound stewardship of the City's natural resources; and <br /> <br /> Wt~EREAS, the City has not approved certain practices which may be permitted by <br />existing o;'dir~m, f;:; regulating on-site septic systems. <br /> <br />NOW, ~Iili.;)~:E.~CORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF }IA.aASEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />~['Mi ~:h(: City shall revise its on-site septic system ordinance to be consistent with <br />M ir~Jc~s( >i:a Rule 7080 as revisext specifically prohibiting the use of seepage pits. <br /> <br />2) <br /> <br />~}'h:~i ih~; City shall revise its on-site septic system ordinance disallowing the use of <br />co~ ~.;~1 drainfields and package treatment plants within the MUSA. <br /> <br />3) <br /> <br />3'hai i i~: (iity shall amend its soils ordinance to reflect revisions to percolation rates <br />atkh'c, ssi~g thc conditions for on-site septic systems on rapidly permeable soils. <br /> <br />4) <br /> <br />staff is directed to prepare the necessary amendments to the Comprehensive <br />such ordinances such that the ordinances can be adopted within ninety (90) <br /> <br />5) <br /> <br />City Administrator shall transmit a copy of this resolution to the Metropolitan <br />~;tating the City's intent. <br /> <br />The motion f(. ih(: adoption of the foregoing resolution was duly seconded by Councilmember <br />DeLuca m ~d u p, m ,.~ote being taken thereon, the following voted in favor thereof: <br /> <br />and the l'ollo g,i,~., ,.otcd against the same: <br /> <br /> <br />
