<br />Councilmember Musgrove introduced the following resolution and moved for its adoption:

<br />RESOLUTION APPROVING PARTIAL PAYMENT NO. 5 TO DOUGLAS-KERR
<br />UNDERGROUND, LLC., OF MORA, MINNESOTA FOR IMPROVEMENT PROJECT
<br />ND
<br />#23-05; BARTHEL’S RUM RIVER ACRES 2 STREET RECONSTRUCTION
<br />
<br /> WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Barthel’s
<br />nd
<br />Rum River Acres 2 subdivision; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-202, adopted August 23,
<br />2022, City Council accepted and awarded the proposal to Hakanson Anderson for Topographic
<br />Survey of the project area; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #22-204, adopted August 23,
<br />2022, the City Council awarded a contract to Haugo Geotechnical Services to prepare a
<br />nd
<br />geotechnical report for Improvement Project #23-05, Barthel’s Rum River Acres 2 Addition
<br />Street Reconstructions, including 13 soil borings and pavement cores; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #22-286, adopted December
<br />13, 2022, the City Engineer was ordered to prepare plans and specifications for Improvement
<br />nd
<br />Project #23-05, Barthel’s Rum River Acres 2 Addition Street Reconstructions; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #23-047 adopted February 28,
<br />2023, the City Council awarded Haugo Geotechnical Services an addendum to the current contract
<br />for said project and plans and specs have been updated with said information; and
<br />
<br />th
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #23-082, adopted April 25 2023, the City
<br />Council approved plans and specifications as prepared by the City Engineer authorized advertisement for
<br />bids for same improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-104, adopted on May 23,
<br />2023, a contract was awarded to Douglas-Kerr Underground, LLC. of Mora, Minnesota in amount
<br />of $1,198,428.85 for said improvements; and
<br />
<br />WHEREAS, as of January 23, 2024 $1,212,683.97 has been paid to date; and
<br />
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 5 to Douglas-Kerr Underground, LLC., of Mora, Minnesota for
<br />nd
<br />improvement project #23-05, Barthel’s Rum River Acres 2 Street Reconstruction, in the amount
<br />of $30,160.89.

<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
<br />
<br />1) The City Council hereby authorizes partial payment No. 5 to Douglas-Kerr Underground,
<br />nd
<br />LLC of Mora, Minnesota for Improvement Project #23-05, Barthel’s Rum River Acres 2
<br />Street Reconstruction in the amount of $30,160.89.
