Councilmember Hardin introduced the following resolution and moved for its adoption: RESOLUTION #92-11-302 RESOLUTION DENYING THE NATIONAL ATAXIA FOUNDATION'S APPLICATION FOR A PREMISES PERMIT FOR GAMBLING AT J.R.'S SALOON AND FOOD WHEREAS, the National Ataxia Foundation has applied for a premises permit for gambling at J.R.'s Saloon and Food, 6141 Highway #10 N.W.; and WHEREAS, the National Ataxia Foundation conducts national research on the disease of ataxia; and WHEREAS, Ramsey City Code Section 7.61.10 states that "Any licensed organization conducting lawful gambling within the City shall be required to expend 75% of its expenditures for lawful purposes on lawful purposes conducted or located within the City's trade area to the benefit of the City's trade area." NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby denies the premises permit application of the National Ataxia Foundation for gambling at J.R.'s Saloon and Food, 6141 Highway #10 N.W., based on the fact that national research does not meet the intent of trade area expenditures pursuant to Section 7.61.10 of the Ramsey City Code. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Zimmerman and upon vote being taken thereon, the following voted in favor thereof: Mayor Gilbertson Councilmember Hardin Councilmember Zimmerman and the following voted against the same: None and the following abstained: None and the following were absent: Councilmember Beyer Councilmember Peterson whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 24th day of November, 1992.
