Councilmember Hardin introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-11-302 <br /> <br />RESOLUTION DENYING THE NATIONAL ATAXIA FOUNDATION'S <br />APPLICATION FOR A PREMISES PERMIT FOR GAMBLING AT J.R.'S <br />SALOON AND FOOD <br /> <br /> WHEREAS, the National Ataxia Foundation has applied for a premises permit for <br />gambling at J.R.'s Saloon and Food, 6141 Highway #10 N.W.; and <br /> <br /> WHEREAS, the National Ataxia Foundation conducts national research on the disease of <br />ataxia; and <br /> <br /> WHEREAS, Ramsey City Code Section 7.61.10 states that "Any licensed organization <br />conducting lawful gambling within the City shall be required to expend 75% of its expenditures for <br />lawful purposes on lawful purposes conducted or located within the City's trade area to the benefit <br />of the City's trade area." <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby denies the premises permit application of the National <br />Ataxia Foundation for gambling at J.R.'s Saloon and Food, 6141 Highway #10 N.W., based on <br />the fact that national research does not meet the intent of trade area expenditures pursuant to Section <br />7.61.10 of the Ramsey City Code. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gilbertson <br />Councilmember Hardin <br />Councilmember Zimmerman <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />Councilmember Beyer <br />Councilmember Peterson <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 24th day of November, 1992. <br /> <br />ATTEST: <br /> <br /> <br />
