D~veiOpment, hereinafter referred to as "Applicants", have properly applied for a <br />rezoning ~ ce~in parcels in River's Bend 3rd Addition from B-1 Business to R-1 Urban <br />Residential;.' hnd <br /> N~ 'I~HEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY Ol~ ~Pg~}IIdSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. That~thelrApplicants appeared before the Planning and Zoning Commission for a public <br /> hea~ g Oursuant to Section 9.03.03 of the Ramsey City Code on June 1, 1993 and that <br /> said btibltc hearing was properly advertised and that the minutes of said public hearing are <br /> herel~y hicorporated by reference. <br /> <br />2. That ~e Vroperty proposed to be rezoned from B-1 Business to R-1 Urban Residential is <br /> lega~!y~ ~bed as follows: <br /> Lots i through 17, Block 1; Outlet F; RIVER'S BEND 3RD ADDITION, Anoka County, <br /> <br />3. That ~e subject property is currently zoned B-1 Business. <br /> <br />4. That bn September 16, 1991, the subject property was subjected to a public hearing by the <br /> Ram~y l~lanning and Zoning Commission to consider rezoning the property to allow for <br /> dev~!~p~ent of the property with single and multi-family units in addition to the <br /> co~rcial zoning already existing on the property. <br /> <br />5. That Ihe ~,¢zoning proposal considered in 1991, particularly the multi-family zoning, met <br /> with/~dpp0s' ifion from area residents. <br /> <br />6. That 0n january 19, 1993, the Applicants submitted a revised preliminary plat for the <br /> subj~ property that eliminated the proposal for multi-family density development. <br /> <br />7. That. the SUbject property now being considered for rezoning is bounded on the west by <br /> Hwy, #10, on the north by R-3 Urban Residential zoning, on the east by R-1 Urban <br /> Resi& infi~ development and on the south by B- 1 Business development. <br /> <br />8. That tle Pipplicants' proposal to develop the plat with a combination of single family urban <br /> reside] ttia~and commercial uses has received implied approval by the City Council granting <br /> final 10 at approval to the subject property on May 25, 1993. <br /> <br />9. Thal~ flae Proposed zoning amendment will not substantially adversely impair the use or <br /> marke~ val~e of any surrounding property. <br /> <br />10. That ~e ~oposed zoning amendment will not be harmonious with the objectives of the <br /> Comi~hensive Plan. <br /> <br />11. That th~ proposed zoning amendment will not change the essential character of the area. <br /> <br /> <br />
