Councilmember Howell introduced the following resolution and moved for its adoption:

<br /> RESOLUTION APPROVING PARTIAL PAYMENT NO. 4 TO DOUGLAS-KERR
<br /> UNDERGROUND, LLC. FOR IMPROVEMENT PROJECT #23-19, THE COR
<br /> INFRASTRUCTURE IMPROVEMENTS
<br /> WHEREAS,the City of Ramsey proposes to construct infrastructure improvements within
<br /> The COR for the purpose of advancing economic development; and
<br /> WHEREAS, pursuant to Ramsey City Council resolution 422-241, adopted October 25,
<br /> 2022,the City Council authorized Bolton&Menk,Inc.to complete The COR Public Infrastructure
<br /> and Wetland Analysis proposals; and
<br /> WHEREAS,pursuant to Ramsey City Council resolution 423-107, adopted May 9,2023,
<br /> the City Council approved The COR Public Infrastructure Design Services proposal of Bolton &
<br /> Menk, Inc. specifying their scope of services and not-to-exceed fees for design services associated
<br /> with public infrastructure improvements in The COR; and
<br /> WHEREAS, pursuant to Ramsey City Council resolution 423-176, adopted August 8,
<br /> 2023, the City Council accepted bids, awarded a contract for construction to Enebak Construction
<br /> Company, and accepted the Construction Services Proposal of Bolton and Menk, Inc. for
<br /> Improvement Project 423-20, COR Mass Grading; and
<br /> WHEREAS, pursuant to Ramsey City Council resolution 423-268, adopted October 24,
<br /> 2023, the City Council approved the issuance and sale of $8,315,000 General Obligation Bonds,
<br /> Series 2023A, approximately $7,000,000 of which will fund TIF 14 area improvements including
<br /> TIF eligible expenses for Improvement Project 423-19, COR Infrastructure Improvements; and
<br /> WHEREAS, pursuant to City Council direction provided to City staff during the
<br /> December 12, 2023 work session, Bolton & Menk, Inc. prepared final plans and specifications for
<br /> Improvement Project 423-19, COR Infrastructure Improvements, for the purpose of advertising
<br /> bids for construction in 2024; and
<br /> WHEREAS, pursuant to Ramsey City Council resolution 424-046, adopted February 13,
<br /> 2024, the City Council approved the plans and specification prepared by Bolton and Menk, Inc.
<br /> and authorized advertisements for bids for Improvement Project 423-19, COR Infrastructure
<br /> Improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council resolution 424-086, adopted March 26,
<br /> 2024, a contract was awarded to Douglas-Kerr Underground, LLC of Mora, Minnesota, in the
<br /> amount of$2,973,047.22 for said improvements; and
