Councilmember Howell introduced the following resolution and moved for its adoption:
<br /> RESOLUTION #24-223
<br /> RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTHWEST ASPHALT
<br /> INC. FOR MSA XKIMO STREET RECONSTRUCTION, IMPROVEMENT PROJECT
<br /> #24-05
<br /> WHEREAS, the City of Ramsey proposes to reconstruct MSA Xkimo Street between Trunk
<br /> Highway 47 and 142nd Avenue as identified within the 2024—2033 10-Year Capital Improvement Program;
<br /> and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 923-200, adopted August 22, 2023
<br /> Hakanson Anderson's proposal for engineering design services, including preparing final plans and
<br /> specifications, for MSA Xkimo Street Reconstruction, Improvement Project 924-05 in the amount of
<br /> $38,000.00 was accepted; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 923-279, adopted November 14, 2023
<br /> the City Council awarded the proposal for geotechnical reports to Haugo Geotechnical Services, LLC. for
<br /> Improvement Project 924-05; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 924-034, adopted January 23,2024,the
<br /> Riversbend 3Ld, Riversbend 4th, and Riverbend Plaza subdivisions were approved to be included as part of
<br /> the MSA Xkimo Street Reconstruction, Improvement Project 924-05; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 924-085, adopted on March 26, 2024,
<br /> the City Council approved final plans and specifications as prepared by Hakanson Anderson and authorized
<br /> advertisement for bids for the same improvements; and
<br /> WHEREAS, Hakanson Anderson submitted a proposal to provide construction services included
<br /> construction administration, construction staking, and construction observation of $32,000 for said
<br /> improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 924-125, adopted May 12, 2024, a
<br /> contract was awarded to Northwest Asphalt, Inc. of Shakopee, Minnesota, in the amount of$842,253.75
<br /> for said improvements; and
<br /> WHEREAS, as of August 27, 2024 $0.00 has bee paid to date; and
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br /> recommends partial payment No. 1 to Northwest Asphalt, Inc of Shakopee, Minnesota, for improvement
<br /> project 924-05 MSA Xkimo Street Reconstruction,in the amount of$191,093.35.
<br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br /> 1) The City Council hereby authorizes partial payment No. 1 to Northwest Asphalt, Inc.of Shakopee,
<br /> Minnesota for Improvement Project 924-05 MSA Xkimo Street Reconstruction in the amount of
<br /> $191,093.35.
<br /> 2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br /> this payment.
