Councilmember Howell introduced the following resolution and moved for its adoption:
<br /> RESOLUTION #24-222
<br /> RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO GMH ASPHALT
<br /> CORPORATION FOR 2024 NE RAMSEY STREET RECONSTRUCTIONS,
<br /> IMPROVEMENT PROJECT #24-03
<br /> WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Ford Brook
<br /> Estates 3rd, Rodeo Hills Estates, Valley View Acres, and Section 01 Unplatted north of CR 27
<br /> subdivisions as identified within the 2024—2033 10-Year Capital Improvement Program; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-199, adopted August 22,
<br /> 2023, The City Council awarded the proposal from Hakanson Anderson to prepare final plans and
<br /> specifications for 2024 NE Ramsey Street Reconstruction, Improvement Project 424-03; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-279, adopted November
<br /> 14, 2023, the City Council awarded the proposal from Haugo Geotechnical Services, LLC to
<br /> preform geotechnical proposals for Improvement Project 424-03; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 424-032, adopted January 23,
<br /> 2024, the City Council negotiated a Joint Powers Agreement with the City of Nowthen for 2024
<br /> NE Ramsey Street Reconstruction, Improvement Project 424-03; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 424-109, adopted April 23,
<br /> 2024,the City Council approved final plans and specifications as prepared by Hakanson Anderson
<br /> and authorized advertisement for bids for the same improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 424-139, adopted May 28,
<br /> 2024, a contract was awarded to GMH Asphalt Corporation of Chaska, Minnesota, in the amount
<br /> of$2,441,039.52 for said improvements; and
<br /> WHEREAS, as of August 27, 2024 $0.00 has been paid to date; and
<br /> WHEREAS, as of August 27, 2024 $0.00 has been paid to the City of Ramsey from the
<br /> City of Nowthen to date; and
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br /> recommends partial payment No. 1 to GMH Asphalt Corporation of Chaska, Minnesota, for
<br /> improvement project 424-03 2024 NE Ramsey Street Reconstructions, in the amount of
<br /> $437,181.59. The City of Nowthen is therefore to be invoiced by the City of Ramsey $45,104.53
<br /> according to the Joint Powers Agreement adopted on January 23, 2024.
<br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br /> 1) The City Council hereby authorizes partial payment No. 1 to GMH Asphalt Corporation
<br /> of Chaska, Minnesota for Improvement Project 424-03, 2024 NE Ramsey Street
<br /> Reconstructions in the amount of$437,181.59.
