Councilmember Howell introduced the following resolution and moved for its adoption: <br /> RESOLUTION #24-240 <br /> RESOLUTION ACCEPTING DESIGN SERVICES PROPOSAL AND AUTHORIZING <br /> BIDS OR QUOTES FOR IMPROVEMENT PROJECT #24-14, RAMSEY GATEWAY <br /> MISSISSIPPI RIVER OUTFALL REMOVAL <br /> WHEREAS, the City of Ramsey constructed a 21-inch storm sewer outfall in 1988 with <br /> Improvement Project 488-9 to convey stormwater runoff from the Riverdale Drive storm sewer <br /> system to the Mississippi River across the private property with PID 434-32-25-14-0029; and <br /> WHEREAS, this storm sewer outfall is not encumbered by easements; and <br /> WHEREAS, a new 42-inch storm sewer outfall was constructed to the east in 2023 as part <br /> of the Ramsey Gateway project to convey stormwater runoff from the Riverdale Drive storm sewer <br /> system and MnDOT's Highway 10/169 storm sewer system to the Mississippi River; and <br /> WHEREAS, the Ramsey Gateway plans do not address removal of the 21-inch outfall <br /> pipe and apron; and <br /> WHEREAS, removing this outfall during the Ramsey Gateway project would provide <br /> several benefits to the City; and <br /> WHEREAS, Anoka County executed a right-of-entry agreement between the private <br /> property owners and the County of Anoka to remove the 21-inch outfall during the Ramsey <br /> Gateway project; and <br /> WHEREAS, Ames Construction, the general contractor for the Ramsey Gateway project, <br /> is unable to complete this work this Fall so a separate project is proposed to complete the work <br /> this Fall to facilitate necessary repairs to Riverdale Drive as part of the Ramsey Gateway project <br /> instead of after-the-fact, which would incur additional costs and curb and gutter and pavement <br /> patching on Riverdale Drive; and <br /> WHEREAS, the City has the capability to fund the work using storm water utility funds; <br /> and <br /> WHEREAS, Bolton & Menk submitted a professional services proposal in a total not-to- <br /> exceed amount of $11,250 to collect topographic survey, research right-of-way and easements, <br /> prepare final plans and contract documents, and administer bids or quotes depending on estimated <br /> construction costs. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) The City Administrator is hereby authorized and directed to execute said professional services <br /> proposal from Bolton&Menk,Inc. for and on behalf of the City of Ramsey for Improvement <br /> Project 924-14, Ramsey Gateway Mississippi River Outfall Removal. <br />
