Councilmember Musgrove introduced the following resolution and moved for its adoption:

<br /> RESOLUTION APPROVING PARTIAL PAYMENT No. 2 TO GMH ASPHALT
<br /> CORPORATION FOR 2024 NE RAMSEY STREET RECONSTRUCTIONS,
<br /> IMPROVEMENT PROJECT #24-03
<br /> WHEREAS,the City of Ramsey proposes to reconstruct the streets within the Ford Brook Estates
<br /> 3rd, Rodeo Hills Estates, Valley View Acres, and Section 01 Unplatted north of CR 27 subdivisions as
<br /> identified within the 2024—2033 10-Year Capital Improvement Program; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 923-199, adopted August 22,2023,The
<br /> City Council awarded the proposal from Hakanson Anderson to prepare final plans and specifications for
<br /> 2024 NE Ramsey Street Reconstruction, Improvement Project 924-03; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 923-279, adopted November 14, 2023,
<br /> the City Council awarded the proposal from Haugo Geotechnical Services, LLC to preform geotechnical
<br /> proposals for Improvement Project 924-03; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 924-032, adopted January 23,2024,the
<br /> City Council negotiated a Joint Powers Agreement with the City of Nowthen for 2024 NE Ramsey Street
<br /> Reconstruction, Improvement Project 924-03; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 924-109, adopted April 23, 2024, the
<br /> City Council approved final plans and specifications as prepared by Hakanson Anderson and authorized
<br /> advertisement for bids for the same improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 924-139, adopted May 28, 2024, a
<br /> contract was awarded to GMH Asphalt Corporation of Chaska, Minnesota,in the amount of$2,441,039.52
<br /> for said improvements; and
<br /> WHEREAS, as of September 24, 2024 $437,181.59 has been paid to date; and
<br /> WHEREAS, as of September 24, 2024 $45,104.53 has been paid to the City of Ramsey from the
<br /> City of Nowthen to date; and
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br /> recommends partial payment No. 2 to GMH Asphalt Corporation of Chaska, Minnesota, for improvement
<br /> project 924-03 2024 NE Ramsey Street Reconstructions, in the amount of $362,832.62. The City of
<br /> Nowthen is therefore to be invoiced by the City of Ramsey $47,893.47 according to the Joint Powers
<br /> Agreement adopted on January 23, 2024.
<br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br /> 1) The City Council hereby authorizes partial payment No.2 to GMH Asphalt Corporation of Chaska,
<br /> Minnesota for Improvement Pro]ect 924-03,2024 NE Ramsey Street Reconstructions in the amount
<br /> of$362,832.62.
<br /> 2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br /> this payment.
