Councilmember Musgrove introduced the following resolution and moved for its adoption:

<br /> RESOLUTION APPROVING PARTIAL PAYMENT NO. 4 TO NORTH VALLEY, INC.
<br /> FOR BARTHEL'S RUM RIVER ACRES AND WHITE PINES ESTATES STREET
<br /> RECONSTRUCTIONS, IMPROVEMENT PROJECT #24-01
<br /> WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Barthel's
<br /> Rum River Acres and White Pines Estates subdivisions; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-130, adopted June 13,
<br /> 2023,the City Council accepted and awarded the proposal to Bolton&Menk,Inc.,for topographic
<br /> survey of the project area; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-129, adopted June 27,
<br /> 2023, the City Council accepted and awarded the proposal to Independent Testing Technologies,
<br /> Inc., for a geotechnical report of the project area; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-197, adopted August 22,
<br /> 2023, the City Council ordered the City Engineer to prepare plans and specifications for Barthel's
<br /> Rum River Acres and White Pines Estates Street Reconstructions, Improvement Project 424-01;
<br /> and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-250, adopted October 10,
<br /> 2023, the City Council accepted and awarded the proposal to Hydro-Klean, LLC, for cleaning and
<br /> televising of storm sewer pipes within the project area; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-297, adopted November
<br /> 28, 2023 the City Council approved final plans and specifications as prepared by the City Engineer
<br /> and authorized advertisement for bids for the same improvements; and
<br /> WHEREAS, proposals were received for Construction Staking and As-built Survey of
<br /> $37,670.00 from Bolton and Menk, Inc. for said improvements; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 424-063, adopted February 26,
<br /> 2024, a contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of
<br /> $848,577.00 for said improvements; and
<br /> WHEREAS, as of September 24, 2024 $620,265.43 has been paid to date; and
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br /> recommends partial payment No. 4 to North Valley,Inc. of Nowthen,Minnesota,for improvement
<br /> project 424-01, Barthel's Rum River Acres and White Pines Estates Street Reconstruction, in the
<br /> amount of$238,620.44.
<br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
