<br />Councilmember Stewart introduced the following resolution and moved for its adoption:

<br />RESOLUTION #25-035
<br />
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 5 TO GMH ASPHALT
<br />CORPORATION FOR 2024 NE RAMSEY STREET RECONSTRUCTIONS,
<br />IMPROVEMENT PROJECT #24-03
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Ford Brook
<br />rd
<br />Estates 3, Rodeo Hills Estates, Valley View Acres, and Section 01 Unplatted north of CR 27
<br />subdivisions as identified within the 2024 – 2033 10-Year Capital Improvement Program; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-199, adopted August 22,
<br />2023, The City Council awarded the proposal from Hakanson Anderson to prepare final plans and
<br />specifications for 2024 NE Ramsey Street Reconstruction, Improvement Project #24-03; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-279, adopted November
<br />14, 2023, the City Council awarded the proposal from Haugo Geotechnical Services, LLC to
<br />preform geotechnical proposals for Improvement Project #24-03; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-032, adopted January 23,
<br />2024, the City Council negotiated a Joint Powers Agreement with the City of Nowthen for 2024
<br />NE Ramsey Street Reconstruction, Improvement Project #24-03; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #24-109, adopted April 23,
<br />2024, the City Council approved final plans and specifications as prepared by Hakanson Anderson
<br />and authorized advertisement for bids for the same improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-139, adopted May 28,
<br />2024, a contract was awarded to GMH Asphalt Corporation of Chaska, Minnesota, in the amount
<br />of $2,441,039.52 for said improvements; and
<br />
<br />WHEREAS, as of February 11, 2025 $2,141,728.63 has been paid to date; and
<br />
<br />WHEREAS, as of February 11, 2025 $376,979.29 has been paid to the City of Ramsey
<br />from the City of Nowthen to date; and
<br />
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 5 to GMH Asphalt Corporation of Chaska, Minnesota, for
<br />improvement project #24-03 2024 NE Ramsey Street Reconstructions, in the amount of
<br />$65,103.12. The City of Nowthen is therefore to be invoiced by the City of Ramsey $16,118.57
<br />according to the Joint Powers Agreement adopted on January 23, 2024.

<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />
<br />1) The City Council hereby authorizes partial payment No. 5 to GMH Asphalt Corporation
<br />of Chaska, Minnesota for Improvement Project #24-03, 2024 NE Ramsey Street
<br />Reconstructions in the amount of $65,103.12.
