<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 4 TO DOUGLAS-KERR
<br />STND
<br />UNDERGROUND, LLC. FOR FOX RIDGE ESTATES 1 & 2 STREET
<br />RECONSTRUCTIONS, IMPROVEMENT PROJECT #24-13
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Fox Ridge
<br />stnd
<br />Estates 1 & 2 subdivision as identified within the 2024 – 2033 10-Year Capital Improvement
<br />Program; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-130, adopted June 13,
<br />2023, the City Council accepted and awarded the proposal to Bolton & Menk, Inc., for topographic
<br />survey of the project area; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-129, adopted June 27,
<br />2023, the City Council accepted and awarded the proposal to Independent Testing Technologies,
<br />Inc. for geotechnical evaluations of the project area; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-253, adopted October 10,
<br />2023, the City Council accepted and awarded the proposal to Hydro-Klean, LLC, for cleaning and
<br />televising of storm sewer pipes within the project area; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-126, adopted May 14,
<br />2024, the City Council ordered the City Engineer to prepare plans and specifications for Fox Ridge
<br />stnd
<br />Estates 1 & 2 Street Reconstruction, Improvement Project #24-13; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-296, adopted November
<br />12, 2024, the City Council approved final plans and specifications as prepared by the City Engineer
<br />and authorized advertisement for bids for the same improvements; and
<br />
<br />WHEREAS, proposals were received for Construction Staking and As-built Survey of
<br />$52,844.00 from Bolton & Menk, Inc. for said improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-018, adopted January 28,
<br />2025, a contract was awarded to Douglas-Kerr Underground, LLC of Mora, Minnesota, in the
<br />amount of $2,099,737.06 for said improvements, and
<br />
<br />WHEREAS, as of August 26, 2025 $1,674,719.08 has been paid to date; and
<br />
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 4 to Douglas-Kerr Underground, LLC of Mora, Minnesota, for
<br />stnd
<br />improvement project #24-13 Fox Ridge Estates 1 & 2 Street Reconstructions, in the amount of
<br />$340,487.63.
