<br />Councilmember Riley introduced the following resolution and moved for its adoption:

<br />RESOLUTION #25-225
<br />
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 4 TO NORTH VALLEY, INC.
<br />FOR HIGH POINT STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT #25-
<br />05
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the High Point
<br />Subdivision as identified within the 2025 – 2034 Capital Improvement Program; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-198, adopted July 23,
<br />2024, the City Council accepted and awarded the proposal to Hakanson Anderson for topographic
<br />survey of the project area in the amount of $7,650.00; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-220, adopted August 12,
<br />2024, the City Council accepted and awarded the proposal to Independent Testing Technologies,
<br />Inc., for a geotechnical report of the project area in the amount of $8,880.00; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-340, adopted November
<br />26, 2024, the City Council ordered the City Engineer to prepare plans and specifications for High
<br />Point Street Reconstructions, Improvement Project #25-05; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-042, adopted February 25,
<br />2025, the City Council approved final plans and specifications as prepared by the City Engineer
<br />and authorized advertisement for bids for the same improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-071, adopted April 22,
<br />2025, a contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of
<br />$1,366,954.38 for said improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-100, adopted May 13,
<br />2025, Change Order No. 1 was approved in the amount of $29,738.44 for High Point Street
<br />Reconstruction, Improvement Project #25-05; and
<br />
<br />WHEREAS, as of September 23, 2025, $1,072,756.81 has been paid to date; and
<br />
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 4 to North Valley, Inc. of Nowthen, Minnesota, for improvement
<br />project #25-05, High Point Street Reconstruction, in the amount of $325,400.29.
<br />
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />
<br />1) The City Council hereby authorizes partial payment No. 4 to North Valley, Inc. of
<br />Nowthen, Minnesota for Improvement Project #25-05, High Point Street Reconstruction
<br />in the amount of $325,400.29.
