<br />Councilmember Specht introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #25-256 <br /> <br />RESOLUTION APPROVING A TIME EXTENSION FOR A SITE PLAN REVIEW AT <br />15861 JARVIS STREET NORTHWEST <br /> <br /> WHEREAS, The City of Ramsey received an application from Northstar Truck and RV <br />Parking (the “Applicant”) requesting a Planned Unit Development with a Site Plan Review for a <br />truck and recreational vehicle parking business on the property legally described as follows: <br /> <br />That part of the South 1155 feet of the West 297 feet of the Southwest Quarter of the <br />Southwest Quarter of Section 18, Township 32, Range 25, Anoka County, Minnesota, lying <br />North of the railroad right-of-way, excluding road, subject to easement of record. <br /> <br />(the “Subject Property”). <br /> <br />WHEREAS, the Subject Property is zoned PUD, Planned Unit Development, which is a <br />specialized zoning designation, and guided for business park uses in the 2040 Comprehensive <br />Plan; and <br /> <br />WHEREAS, all principal uses within the PUD zoning district require a formal Site Plan <br />Review from Planning Commission and City Council; and <br /> <br />WHEREAS, the Applicant appeared before the Planning Commission for a public hearing on <br />January 23, 2025, that said public hearing was properly advertised; and <br /> <br />WHEREAS, the Planning Commission reviewed the Site Plan at their regular meeting on <br />January 23, 2025, and recommended approval; and <br /> <br />WHEREAS, the City Council reviewed the request at their meeting on February 11, 2025, and <br />approved Resolution #25-025 approving the Site Plan Review; and <br /> <br />WHEREAS, the expiration date of the Site Plan Review was set at November 1, 2025, a date <br />publicly agreed to by the Applicant with the Elk River City Council to have the site improvements <br />completed; and <br /> <br />WHEREAS, the Applicant is still working on obtaining the necessary Lower Rum River <br />Watershed Management Organization (LRRWMO) approvals regarding storm water management; <br />and <br /> <br />WHEREAS, the Applicant will not be able to complete the required site improvement before <br />the deadline; and <br /> <br />WHEREAS, the Applicant has requested a time extension until June 1, 2026; and <br /> <br />WHEREAS, the City Council has considered this request at its meeting prior to expiration of <br />the approval as required by Section 106-216 of City Code. <br /> <br /> <br />
