Councilmember Peters introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-017 <br /> <br />RESOLUTION AUTHORIZING THE APPLICATION FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDING FOR THE WATERFRONT <br /> <br />WHEREAS, Ramsey City Council recognizes the importance of parks and recreational <br />benefit activities to the quality of life for all county residents; and <br /> <br />WHEREAS, these Area Benefit activities are especially valuable in residential areas <br />serving individuals, families, and children known to be from Low and Moderate-Income <br />households; and <br /> <br />WHEREAS, the water access benefits consisting of ADA trail, dock, watercraft and <br />fishing equipment available at the neighborhood level, will provide healthy, quintessential <br />Minnesota experiences without the expenses associated with automobiles, travel or resorts—thus <br />improving the quality of life for participants, building favorable habits and facilitating myriad new <br />skills; and <br /> <br />WHEREAS, Anoka County Community Development supports strong, healthy <br />communities by investing in neighborhood improvements, and services for Low and Moderate- <br />Income residents through the Community Development Block Grant (CDBG) program; and <br /> <br />WHEREAS, Anoka County’s CDBG program includes Parks and Recreational Facilities <br />like those proposed for The Waterfront in their High Priorities & Community Needs Consolidated <br />Plan matrix; and <br /> <br />WHEREAS, the Park & Recreation Commission has recommended the application for <br />CDBG funding for water access benefits at The Waterfront, an accessible park wholly within a <br />L/M Income residential area. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) That, enthusiastic authorization is provided to apply for CDBG Public Facilities & <br />Neighborhood Infrastructure funding as recommended by the Park & Recreation <br />th <br />Commission on January 8, 2026, to support a ‘non-housing high priority project’ that will <br />deliver direct and lasting benefits to residents of Anoka County; and <br /> <br />2) That, the city of Ramsey hereby invites the Anoka County HRA Committee and HRA <br />Board to partner on this water access and recreational benefits project that clearly meets <br />community need, positively impacts the health and welfare of the community, and one that <br />presents both an opportunity to expand the geographic scope and diversity in CDBG <br />investments in the county—and uniquely serves L\\M Income persons where they live. <br /> <br />
