Councilmember Buscher introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-042 <br /> <br />RESOLUTION AUTHORIZING A CONTRACT AMENDMENT WITH H & U <br />CONSTRUCTION FOR A GUARANTEED MAXIMUM PRICE OF $3,624,184 FOR THE <br />PARK IMPROVEMENTS AT THE WATERFRONT—TOGETHER WITH AN <br />OWNER'S ALLOWANCE FROM THE PARK TRUST FUND, FOR A TOTAL <br />PROJECT ALLOCATION OF $3,752,684. <br /> <br />WHEREAS, Ramsey City Council and the Park & Recreation Commission recognizes the <br />importance of Parks, Trails, Open Space and Recreation to the quality of life for Ramsey residents; <br />and <br /> <br />WHEREAS, Community Parks and their amenities are essential areas for play and creative <br />and cognitive expression, as well as the positive physical development of children; and <br /> <br />WHEREAS, as part of the city's community park system planning, a water-centric <br />park known as The Waterfront has been envisioned for more than a decade in Ramsey's <br />downtown—and a splash pad or water play area has been the top request by residents for the park; <br />and <br /> <br />WHEREAS, City Council has directed staff to deliver the water play elements with <br />associated park improvements for substantial completion by July of 2026, and <br /> <br />WHEREAS, H & U Construction has been engaged to perform the competitive bidding <br />for the park project and has organized the projects costs and schedule as a Guaranteed Maximum <br />Price and contract amendment submittal, attached hereto as Exhibit A; and <br /> <br />WHEREAS, the City of Ramsey has collected Park Dedication monies for real <br />improvements like those this Resolution authorizes for The Waterfront. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) That, up to three million, seven hundred and fifty-two thousand, six hundred and eighty- <br />four dollars ($3,752,684), are hereby allocated from the Park Trust Fund, to complete this <br />2026 park improvement project; and <br /> <br />2) That, the City Administrator is hereby authorized to sign the Guaranteed Maximum Price <br />Amendment and Contract as Owner, attached hereto as Exhibit A. <br /> <br /> <br /> <br /> <br />
