Councilmember Riley introduced the following resolution and moved for its adoption: RESOLUTION #26-052 RESOLUTION APPROVING AMENDED AND RE-STATED RIGHT OF RE-ENTRY AGREEMENT: BLANERY LLC WHEREAS, the City of Ramsey, herein referred to as the “City,” owns various parcels throughout the City of Ramsey; and WHEREAS, the City sold All that part of the North 200 feet of the South 233 feet of the South Half of the Southeast Quarter of Section 27, Township 32, Range 25, Anoka County, Minnesota, lying West of the East 1146 feet thereof, and lying East of a line parallel with the East line of said South Half of the Southeast Quarter drawn Northerly from a point on the South line of said South Half of the Southeast Quarter, a distance of 266.00 feet East of the Northwest corner of Lot 1, of the duly recorded plat of Auditor's Subdivision No. 30, said Anoka County said 266.00 feet measured at right angles to the West line of said Lot 1. (the “Property”), to Blanery LLC, a Minnesota Limited Liability Company (the “Buyer”) on March 10, 2025; and WHEREAS, the City and Buyer entered into a Right of Re-Entry Agreement on the Property filed March 10, 2025 as Document Number 2433982.004 and the Office of the Anoka County Recorder / Registrar of Titles; and WHEREAS, the Buyer has cited need for more time to complete construction and obtain a certificate of occupancy for an 8,500 square foot described in the Purchase Agreement and has requested that the required Certificate of Occupancy Date identified in the Right of Re-Entry Agreement be extended from March 10, 2026 to December 31, 2026; and WHEREAS, The City Attorney have reviewed Amended and Restated Right of Re-Entry Agreement and recommends approval; and WHEREAS, Blanery LLC is a company that is active and in good standing as documented in the Office of the Minnesota Secretary of State as of February 17, 2026; and NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City authorizes approval of Amended and Restated Right-of-Re-Entry Agreement with Blanery LLC. 2) That the City hereby authorizes the City Administrator and Mayor to sign any and all documents necessary to execute the Amended and Restated Right of Re-Entry Agreement, consistent with Charter and State law requirements.
