Councilmember Riley introduced the following resolution and moved for its adoption:

<br />RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR MSA BUNKER
<br />LAKE BOULEVARD RECONSTRUCTION, IMPROVEMENT PROJECT #26-01
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct Bunker Lake Boulevard between
<br />Armstrong Boulevard and 600 feet west of Jackal Street in 2026 as identified within the 2026-
<br />2035 10-Year Capital Improvement Program: and
<br />
<br />WHEREAS, pursuant to Resolution #25-081, adopted April 22, 2025, the Ramsey City
<br />Council accepted a proposal from Bolton & Menk, Inc. to prepare final plans and specifications
<br />for MSA Bunker Lake Boulevard Reconstruction, Improvement Project #26-01 for the not-to-
<br />exceed amount of $118,347.00; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-008, adopted on January
<br />13, 2026, the City Council approved final plans and specifications as prepared by Bolton & Menk,
<br />Inc. and authorized advertisement for bids for the same improvements; and
<br />
<br />WHEREAS, proposals were received for Construction Related Services from Bolton &
<br />Menk for said improvements in the amount of $34,091.00; and
<br />
<br />WHEREAS, bids were advertised in the Anoka Union Herald on Friday January 16 and
<br />Friday January 23, 2026; and
<br />
<br />WHEREAS, eight (8) bids were received, opened and tabulated on February 12, 2026, and
<br />the following bids were found to comply with the approved plans and specifications and
<br />advertisement for bids; and
<br />

<br /> WHEREAS, the bid of North Valley, Inc. in the amount of $1,066,382.87 for the total bid
<br />for construction of the improvements in accordance with the approved plans and specifications
<br />and advertisement for bids, is the lowest responsible bidder and their bid shall be and hereby is
<br />accepted.
