WWW.CI.RAMSEY.MN.US.JULy/AUG2003.VOLUMEI8.No. 4 PROPOSED FRANCHISE FEE FOR THE CITY OF RAMSEY With the City of Ramsey facing Levy limits for 2004 and severe cuts in state aid, the City is lool(ing at alternative revenue sources. One of these alternative sources is a Utility Franchise Fee. The City of Ramsey has over 150 miles of streets, all of which are in dedicated right-of- way areas. These right-of-way areas are maintained by taxpayer dollars, typically financed through the property tax levy. Several utilities including cable television and telecommunication systems locate their pipes and wires within the right-of-way area so as to provide service to their customers. The use of this right-of-way area is essentially free to the utility and telecommunication companies and their customers. A cable franchise fee, currently collected from local cable customers within the City, is used to support cable telecommunication systems expenses such as televised City Council, Planning Commission, and Park and Recreation Committee meetings. A franchise fee is being proposed for Centerpoint Energy's use of the City's right-of-way for the distribution of natural gas and Connexus Energy and City of Anoka Electric for their use of the City's right-of-way for the distribution of electricity. The purpose of the hearing is to consider a proposed amended Gas Franchise Ordinance with Centerpoint Energy, Minnegasco. The purpose of this hearing is in no way to establish any sort of franchise fee with Centerpoint Energy, but to update the gas franchise ordinance, that was adopted by the City on May 24, 1984, with an updated ordinance that includes Section 9 entitled "Franchise Fees". All interested parties are invited to attend the hearing and comment on the proposed Ordinance.
