CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, April 28, 2026, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: Mayor Ryan Heineman <br /> Councilmember Chris Riley <br />Councilmember Kirsten Buscher <br />Councilmember Michael Olson <br />Councilmember Eric Peters <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br /> <br />Also Present: City Administrator Brian Hagen <br /> Police Chief Brad Bluml <br /> Economic Development Manager Sean Sullivan <br /> Planning Manager Todd Larson <br /> Emily Allegra, Hilton Home2 Suites <br /> Dustin Reeder, ARAA <br /> Josh Jungling, ARAA <br /> Jenna Dorst, ARAA <br /> <br />1. CALL TO ORDER <br /> <br />Mayor Heineman called the City Council Work Session to order at 5:30 p.m. <br /> <br />2. TOPICS FOR DISCUSSION <br /> <br />2.01: City Facility Tour <br /> <br />City Administrator Hagen and Chief of Police Bluml led council on a tour to understand current <br />parking facilities utilized for city vehicles and equipment in the parking ramp. The group then <br />toured the police department space and parking to understand how the space needs have changed <br />and have been altered throughout the years since the facility was constructed. <br /> <br />2.02: Consider Support of Process and Parameters for Gap Assistance (Loan) for ARAA <br />Facility Project <br /> <br />Economic Development Manager Sullivan presented the Staff memo and walked the Council <br />through the history and proposed financing structure for construction of a 100,000 square foot <br />athletic facility to be operated by Anoka Ramsey Athletic Association (ARAA). <br /> <br />Councilmember Stewart asked for more background information on ARAA. <br />City Council Work Session / April 28, 2026 <br />Page 1 of 2 <br />
