Councilmember Olson introduced the following resolution and moved for its adoption:

<br />
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC.
<br />FOR 2026 NEIGHBORHOOD PAVEMENT OVERLAY IMPROVEMENTS,
<br />IMPROVEMENT PROJECT #26-08
<br />
<br />WHEREAS, the City of Ramsey proposes to overlay the pavement on numerous street
<br />segments in 2026 as identified within the 2026 – 2035 Capital Improvement Plan; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22,
<br />2025, the City Council accepted and awarded the proposal to Bolton & Menk for topographic
<br />survey of the project area in the amount of $1,268.50; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-125, adopted June 24,
<br />2025, the Ramsey City Council ordered the City Engineer to prepare plans and specifications for
<br />2026 Neighborhood Pavement Overlay Improvements, Improvement Project #26-08; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-011, adopted January 13,
<br />2026, the Ramsey City Council ordered request for proposals for Engineering Design Services for
<br />said improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-039, adopted February 10,
<br />2026, the Ramsey City Council accepted a proposal from Bolton & Menk, Inc. to prepare final
<br />plans and specifications for 2026 Neighborhood Pavement Overlay Improvements, Improvement
<br />Project #26-08 for the not-to-exceed amount of $25,300.00; and
<br />
<br />WHEREAS, proposals were received for Construction Staking from Bolton & Menk, Inc.
<br />for said improvements for the total, not-to-exceed amount of $3,926.00; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution # 26-091, Bolton & Menk,
<br />Inc. has prepared plans and specifications for the purpose of advertising for bids for 2026
<br />Neighborhood Pavement Overlay Improvements, Improvement Project #26-08; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-114, adopted on May 26,
<br />2026, a contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of
<br />$499,411.45 for said improvements; and
<br />
<br />WHEREAS, as of August 25, 2026 $0.00 has been paid to date; and
<br />
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 1 to North Valley, Inc. of Nowthen, Minnesota for improvement
<br />project #26-08, 2026 Neighborhood Pavement Overlay Improvements, in the amount of
<br />$288,389.86.
