Councilmember Olson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-191 <br /> <br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC. <br />FOR CAROL-ROSE ACRES & SPORTS HAVEN STREET RECONSTRUCTIONS, <br />IMPROVEMENT PROJECT #26-03 <br /> <br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Carol-Rose <br />Acres & Sports Haven subdivisions as identified within the 2026 – 2035 Capital Improvement <br />Plan; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, <br />2025, the City Council accepted and awarded the proposal to Bolton & Menk for topographic <br />survey of the project area in the amount of $5,461.00; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, <br />2025, the City Council accepted and awarded the proposal to Independent Testing Technologies, <br />Inc. for geotechnical survey of the project area in the amount of $7,715.00; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-137, adopted June 24, <br />2025, the City Council ordered the City Engineer to prepare plans and specifications for Carol- <br />Rose Acres & Sports Haven Street Reconstructions, Improvement Project #26-03; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-105, adopted May 12, <br />2026, the City Council approved final plans and specifications as prepared by the City Engineer <br />and authorized advertisement for bids for the same improvements; and <br /> <br />WHEREAS, proposals were received for Construction Staking from Bolton & Menk, Inc. <br />for said improvements in the amount of $36,394.00; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-143, adopted June 23, <br />2026, a contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of <br />$763,724.51 for said improvements; and <br /> <br /> WHEREAS, as of August 25, 2026 $0.00 has been paid to date; and <br /> <br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and <br />recommends partial payment No. 1 to North Valley, Inc. of Nowthen, Minnesota, for improvement <br />project #26-03, Carol-Rose Acres & Sports Haven Street Reconstructions, in the amount of <br />$258,449.13. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />
